LATEST: Letter to Congress on Small Business Debt Relief Program (Sec 1112 Payments)

On behalf of the undersigned signatories representing thousands of local, state, and national organizations, we write to you today to express our organizations' concern for the proposed rescission of small business debt relief funding allocated under section 1112 of the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The small business debt relief program mandates the Small Business Administration (SBA) to satisfy the loan payments that borrowers owe on 7(a), 504, and Microloan programs in a regular servicing status and relieve the borrower of the obligation to pay that amount for six months.

Second Letter to Congress on Forthcoming COVID-19 Legislative Package

Last month, the Page 30 Coalition sent a letter to Congress regarding the forthcoming economic relief stimulus package. While we support the long-term, low-cost loan program envisioned in the Continuing Small Business Recovery and Paycheck Protection Program Act, such proposals are not sufficient to combat the ongoing financial devastation in underserved markets. Any expansion of loan programs, including PPP or the proposed recovery sector loans, must be paired with intentional legislation that focuses on underserved communities.

First Letter to Congress on Forthcoming COVID-19 Legislative Package

On behalf of the dozens of national, state, and local organizations that have united to advocate for underserved and rural communities, the Page 30 Coalition, writes  to Congress today to ensure that historically disadvantaged small businesses are served in the forthcoming economic relief bill. Our coalition is named for Page 30 of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, which urged the prioritization of our communities.

The Reviving the Economy Sustainably Towards a Recovery in Twenty-twenty (RESTART) Act


"Page 30 Coalition writes to you in strong support and endorsement of S.3814 the Reviving the Economy Sustainably Towards a Recovery in Twenty-twenty (RESTART) Act. We believe this critical proposal would provide long-term support for the millions of small businesses impacted by the Coronavirus pandemic and the subsequent economic downturn. To put it succinctly, the RESTART Act would deliver continued and targeted federal relief to small business owners and entrepreneurs in underserved and overlooked communities."

The Minority Business Resiliency Act

"The Page 30 Coalition urge lawmakers to pass the Minority Business Resiliency Act of 2020 as it will strengthen and establish the MBDA into federal statute. This critical proposal, introduced by Senator Ben Cardin (D- MD), would increase MBDA’s fiscal year 2020 budget to further safeguard MBEs from the devastating inequities brought on by the health crisis, promote a diverse entrepreneurial pipeline with the creation of new programs at historically Black colleges and universities and minority-serving institutions, and establish a process for the Minority Business Development Center Program to expand its regional coverage."

The Recharge and Empower Local Innovation and Entrepreneurs Fund (RELIEF) for Main Street Act

"The Page 30 Coalition urge lawmakers to consider the RELIEF for Mainstreet proposal, introduced by Senator Corey Booker (D-NJ), Senator Steve Daines (R-MT), and Senator Patty Murray (D-WA). This bill would help bridge the resource-gap by deploying $50 billion to state and local small business relief funds and offering financing products, grants and zero-interest loans to small businesses in need. The inclusion of this proposal in the upcoming package would allow local communities to support microbusinesses, increase technical assistance services and combat additional enterprise-loss within minority markets."

Regulations Comments 

Community Advantage Pilot Program (Community Advantage Recovery Loans)

"The Page 30 Coalition appreciates the opportunity to submit comments on the notice and request for comments regarding the Small Business Administration’s (SBA) new Community Advantage Recovery Loan (CARL) program. We believe this new initiative would help community lenders and at-risk small businesses survive the current economic recession caused by the coronavirus pandemic."
